Housing Guidelines

Maintenance Department Policies

  • Emergency Situations:
    Emergencies arise when resident and/or staff is faced with a health and safety or life-threatening situation or there is a condition, which might result in serious structural or systems damage. These situations are handled 24 hours a day / 7 days a week.
  • Resident Charges:
    The SHA will make repairs "at no charge" for work items identified as normal wear and tear. Work items which are identified as resident damage, will be charged accordingly. Labor and material costs are kept on file and are available at the Superior Housing Authority Administrative Offices, located at
    1219 N 8th Street, Superior, WI 54880.

Security Deposit

In our public housing, the security deposit is currently $150.00, and will be used by the SHA at the termination of the lease toward reimbursement of the cost of repairing any damages to the dwelling either caused by the resident, his/her family, guests, or dependents, any rent or other charges owed, any cleaning charges, waste removal charges, or other charges as outlined in the lease and SHA policies.

With the approval of Management, the Security Deposit may be made in three payments - one third in advance, one third at the time of move in, and one third with the first full rent payment.

For other properties managed by SHA and for Section 8 properties, the security deposit is determined by market conditions.

Rent Determination

Under the formula-based method of rent calculation, the rent amount is based on 30% of your yearly adjusted gross income. Rent amounts are determined after an application is processed. Currently, your rent amount cannot exceed the ceiling rents set for apartments in Park Place, Catlin Court and Bay View. These ceiling rents are:

1 BEDROOM - $370.00 plus utilities
2 BEDROOM - $467.00 plus utilities
3 BEDROOM - $580.00 plus utilities
4 BEDROOM - $744.00 plus utilities

 

SENIOR UNITS

1 BEDROOM - $389.00

 

TURNKEY UNITS

2 BEDROOM - $   749.00 plus utilities
3 BEDROOM - $   967.00 plus utilities
4 BEDROOM - $1,223.00 plus utilities

5 BEDROOM - $1,288.00 plus utilities

 

You may elect to take a flat rent, which is NOT based on income, but on the market rates for apartments. The advantage to this type of rent is that a review of your income is conducted only every three years.

Utility Payment

The SHA furnishes cold water, sewer, cook stove, refrigerator, and equipment that provides a reasonable amount of hot water at no additional cost to residents. Residents are responsible for gas and electricity charges (except for designated senior sites, where the SHA pays these charges) and must contract with Superior Water, Light and Power Company to begin service as of the date of move-in. Turnkey residents are responsible for water usage, and must submit sewage bills to the SHA for payment within 5 days of receipt.

Criminal Activity

Residents must refrain from illegal or other activity that impairs the physical or social environment of the complex. Residents, any member of the resident's household, guest, or other persons on the rented premises as a direct result of the resident's tenancy, shall not engage in criminal or drug-related activity on or near SHA property while the resident is in possession of the unit. Such activity shall be cause for immediate eviction (drug-related criminal activity is defined as manufacturing, selling, distributing, using, as well as simple possession of controlled substances or drug paraphernalia). Activity and/or convictions on the above, by any household member, shall be just cause for eviction, whether the activity occurred on Management property or elsewhere. Criminal activity guidelines for applicants are listed in the Admissions and Continued Occupancy Policy (ACOP), which is located at the SHA Administration Office.

Parking

Sufficient space is provided at each complex to park ONE vehicle (a normal passenger vehicle or equivalent of such). Visitors must park on city streets. Non-operating and unregistered vehicles are not allowed on SHA property. Vehicles which are not moved as requested, are disabled or unregistered, shall be ticketed, and towed at owner's expense.

Pets

No more than a TOTAL of three non-aquatic animals may be kept in the apartment at one time. One dog OR one cat may be kept in the apartment, but not one of each. NO exotic, feral, dangerous, wild, poisonous, farm or breeding animals are allowed. Types of pets allowed are one dog (maximum adult weight - 30 pounds); one cat (must be declawed - front claws only); small birds; fish (maximum aquarium size - 10 gallons); rabbit; guinea pig; hamster; gerbil; small turtle; or ferret. A complete list of acceptable and unacceptable pets are listed in the Pet Policy.

Residents are allowed to permit ONLY animals or pets as allowed in the Pet Policy. This policy is available at the SHA Administrative Office. Pets may not enter the home without the prior written approval of the SHA. All animals must be properly caged or housed and Resident shall keep pet areas clean at all times. Pets are permitted in all sites. All pets must be registered with the SHA and documentation regarding the pet must be submitted as required by the SHA (such as proof of spaying/neutering, required vaccinations, etc.).

A pet deposit of $150.00 must be paid in full prior to placement of the pet into the Resident's home. Pet deposit applies to dogs and cats only.

Moving Out

A 30-day written notice is required when you decide to leave the apartment. The thirty days will begin when the SHA receives this written notice. All house and shed keys must be turned in either at the inspection or to the Administration Office. A move-out inspection will be scheduled and the unit will be inspected noting any damages, repair and cleaning to be done. Resident will be given the opportunity to be present at the move-out inspection.

Grievance Policy

All individual grievances or appeals, with the exception of those cases concerning eviction or termination of tenancy which are based upon the resident's, members of the resident's household or guests of the resident creation or maintenance of a threat to the health, safety or welfare of other Residents or Management employees, shall be processed under the Grievance Policy. This policy is posted in the Management office where copies are available upon request.
